Buy yourself a GOOD meter (sorry, it's a pet peeve of mine)... Although any meter will work on the simple wiring systems we have on the EBs, as long as you know how to read it.
The D20 is just about bullet proof (IMHO). What kind of cowl cover do you have on the floor board? If you get to it, we can diagnose it before tearing it out.. There are 2 shift rails on it, one for 2wd/4wd (front output shaft) and the other is for High/Low range... The stock shift lever has a linkage that goes between the two shift rails, but sounds like this one has been twin-sticked. I'd like to see you engage each shift rail manually to make sure that it's an internal problem before you go too crazy.
Holler if you need a hand... I should be in the shop all day tomorrow, so I might not hear the phone though.
