If you can swing it get an attorney instead of paying the fine. When you pay the fine you admit to guilt and may come back later to haunt.
I tagged my F350 for 12k. The truck weighs 8k and my trailer 3k. I can up it to 13k before the rates jump to the next tier. NC only requires a safety inspection on older diesels, not sure if it would suffice for the Feds. And as for the trailer, I have never had it inspected and the shop that inspects my vehicles doesn't know any thing about trailers. Besides I usually inspect pretty good before any road trip
