Snout height shouldn't matter unless it is so tall that the pawl doesn't engage the flywheel. Have you tried jumping the terminals with it installed? Could be mechanical or electrical. Just because it clicks doesn't mean the pawl has even extended.

My first stop would be to reinstall and do a voltage drop test or jump the terminals and supply voltage directly.

After an lot checking and reinstalling I got it to work. I removed the little spade tab on the solinode which apparent I was suppose to. I think that was probably my issue
