Did you pull the bleeder pin on the prop valve when you bled them? Shouldn't cause this though. Air = spongy pedal, not firm pedal. Overly firm pedal tells me you have a mechanical issue like you have maxed out your linkage. Go for the adjustment though this makes no sense why it changes with engine on and does the opposite of what it should.
