That might really be some form of a 5th wheel. For vans and large suvs that cant run a true 5th wheel. My friend was trying to tell me his Dad bought a van set up like that...because it pull right from the axle/not bumper.

Actually that is a very common hitch. You can buy it off the shelf and dealers.
It is just a class V hitch that swings out of the way. Nothing else special about it.
No advantage when towing with it.
In fact you can't tow with it unless it is locked in one position.
