All headlight switched I have ever had get warm.
You said you have power at the switch. Do you have power going out of the switch? I would use an analog meter instead of a digital for this so you can better see what is going on.
I do not think the headlights share a common ground but I may be mistaken since it has been a long time since I looked at the diagram. If the 12V out of the switch is stable it has to be the ground.
