The way I fixed that on my rig was to install two 10" fans in place of the single large 14" fan because of the hub height issue with the WP pulley. There isn't really much you can do to mod the WP pulley unless you mod all the pulleys in the system to maintain alignment.
This is a long shot that failed on my rig but I am not sure of your setup, but can you put the fan on the front side and make it a pusher.
You could go with the two fan idea. Consider that the area of two 10" fans is actually very similar (a=pi*r^2) so a 10" fan= 314 in.sq. times two fans = 628 in.sq. whereas a single 14" fan has 615 in.sq.
The power draw from two fans versus one is negligible but I know that is probably the last thing you want to do at this stage in the game since you have everything mounted up.
