93 Full Size Electrical Problem

I have a air bag code of 32. No horn no cruise , and 90% of the dash lights dont work. And only on the inside , the two turn signals stay illuminated at once if the lights are on. 1st ? Does the clock spring have any thing to do with dash. 2nd Since the vehicle has an airbag, do I need to take it to a dealer or prof. to fix. Or is this something I can handle? thanks for all the help...
