That looks like work! You might not want to hear my suggestion here, but I'd ditch the rustoleum paint. After doing all that work, I'd really recommend some good paint that won't go to crap in a short amount of time.
I am sold on Southern Polyurethanes epoxy primers and matte black. It isn't cheap but it is quality. I wouldn't bother with powdercoating the frame but would just paint it with that stuff as it is a great product and can be applied yourself and touched up if need be. Just my 2 cents.
